Andrew Fremier is MTC’s Deputy Executive Director for Operations.
In this role, Mr. Fremier also serves as Deputy Executive Director of the Bay Area Toll Authority, or BATA, supervising administration of all toll revenue from the Bay Area’s seven state-owned toll bridges.
This revenue is used to fund day-to-day operation, maintenance and administration of the bridges. BATA is one of three agencies — along with Caltrans and the California Transportation Commission — with joint oversight of the state Toll Bridge Seismic Retrofit Program, which includes completion of the final construction phases of the new East Span of the San Francisco-Oakland Bay Bridge and demolition of the original East Span.
Mr. Fremier also manages MTC’s Operations and Electronic Payments sections. In this capacity, he oversees the Bay Area’s 511 traveler information system, the Bay Area Express Lanes network, the Clipper electronic transit-fare card program, and the FasTrak® electronic toll collection system.
Mr. Fremier serves as staff liaison for the Bay Area Headquarters Authority and the Bay Area Infrastructure Financing Authority.
Prior to joining MTC, Mr. Fremier served as the Chief Deputy District Director for Caltrans District 4.
A licensed civil engineer, Mr. Fremier held a variety of positions during his 20 years at Caltrans, including leading the Toll Bridge and Highway construction program, and developing the Toll Bridge Seismic Retrofit Program.
Mr. Fremier is chair of the California Toll Operators Committee, a board member of the International Bridge, Tunnel and Turnpike Association, and a member of the ITS America Leadership Circle.
He holds a bachelor’s degree in civil engineering from California Polytechnic State University, San Luis Obispo.
