The Bay Conservation and Development Commission - or BCDC - works with MTC on toll bridge projects and other transportation initiatives that affect San Francisco Bay.
BCDC, which appoints a representative to sit on MTC, has jurisdiction over dredging and filling of the bay. This includes development within 100 feet of the bay shoreline.

BCDC plays a big role in the demolition of the original Bay Bridge East Span.
Permits from BCDC and other regulatory agencies are needed as Caltrans moves to dismantle the old truss sections and remove the underwater foundations.
Completion of the project is scheduled for mid-2018.
MTC and Caltrans worked with BCDC to develop an innovative bubble curtain system to shield migrating fish from shock waves caused by pile driving during construction of the new Benicia-Martinez Bridge.
Bubble curtains have since been used to protect fish during construction of the new Bay Bridge East Span, and other bridge projects across the country.
BCDC is also a key participant in our Regional Airport Planning Committee. Two of our international airports, SFO and OAK, are located on our Bay’s shoreline.
