The Metropolitan Transportation Commission has created several initiatives - Bay Bridge Forward, Dumbarton Forward, Napa Valley Forward and Richmond-San Rafael Forward - to move more people  in fewer vehicles through key commute corridors, improving travel times and reinforcing the larger statewide effort reduce greenhouse gas (GHG) emissions. To best meet the needs of commuters and local communities alike, the "Forward" initiatives use several different strategies.

Tools and techniques in use include:

  • A move to all-electronic tolling where applicable
  • Extensions of High Occupancy Vehicle (HOV) lanes
  • Dedicated transit lanes
  • Transit signal prioritizing and adaptive signal timing
  • Increased express bus service
  • Carpool and vanpool programs
  • Commuter parking programs to encourage carpooling
  • Programs to encourage biking and walking as viable commute options
