Richmond San Rafael Forward

Richmond-San Rafael (RSR) Forward implements a suite of strategies to increase the number of people moving across the RSR Bridge. These improvements include all electronic tolling/open road tolling to improve toll plaza operations, the extension of the existing I-580 High-Occupancy Vehicle (HOV) lane from the toll plaza to about Bayview Ave to offer greater travel time savings for carpools and express buses, and transportation demand management (TDM) strategies to take advantage of the recently opened bicycle/pedestrian path.

The TDM strategies, which include the RSR E-Bike Commute Program and RSR Rides, encourage biking and walking for commute and recreational purposes.

RSR E-Bike Commute Program
Through the RSR E-Bike Commute Program, MTC is exploring strategies that promote the use of electric bicycles (e-bikes) for commuting on the new bicycle and pedestrian path across the RSR Bridge. E-bikes offer many benefits that make biking a more viable alternative for commutes across this congested corridor. For example, e-bikes can help riders navigate hilly terrain and windy conditions, go farther with less effort, and save money on tolls, gas, and parking. Through the RSR E-Bike Commute Program, MTC will offer strategies and incentives to target weekday commuters, such as providing accessible and attractive e-bike loan, lease, or ownership options to residents living in Richmond, San Rafael, and other nearby communities where bike commutes across the RSR Bridge are viable. The Program will explore options for employer-based e-bike loan programs and for integrating bridge-specific trip-based subsidies, including for future e-bikeshare in Richmond and future Sonoma-Marin Area Rail Transit (SMART) corridor e-bikeshare in San Rafael and Larkspur.

RSR Rides
RSR Rides supports community-based organizations (CBOs) and bicycle retailers directly to lead bike and e-bike rides on the RSR Bridge. MTC is excited to partner with these local entities to encourage bike and e-bike commuting during peak periods as a supportive transportation demand management strategy. Rides are either structured into existing classes or are a completely new workshop series.  All rides will begin from within a quarter mile of a high-frequency transit stop (e.g. a BART station), include bike education and safety, and offer opportunities for interested participants to try riding e-bikes.
