Bay Area Adapt: New Tool Addresses Sea Level Rise Adaptation Projects

The San Francisco Bay Conservation and Development Commission, with support from the MTC and the Association of Bay Area Governments, this month debuted Bay Adapt: Regional Strategy for a Rising Bay, a new online platform that showcases sea level rise adaptation projects around the Bay Area. Members of the public, local government staff and other visitors can use the site to learn about each project’s costs and benefits, funding needs, and opportunities for securing money to advance the projects.

BCDC, MTC and ABAG invite folks to join a free one-hour webinar on Tuesday, Oct. 13, from 1 p.m. to 2 p.m. to learn more about the Bay Adapt project and funding navigator.

BCDC and its partners started the initiative to establish regional agreement on the actions necessary to protect people and the natural and built environment from rising sea levels. The Bay Area faces a major challenge in preparing for sea level rise. With only $6.5 billion in funding anticipated for sea level rise adaptation through 2050, a nearly $90 billion funding gap must be addressed through regional coordination on funding and implementing adaptation projects.

The new tool helps communities, project sponsors, decision makers and funders understand what adaptation projects are being planned across the region and where funding is needed. Read the Methodology Report to learn more about how this was accomplished.

The Bay Adapt Project and Funding Navigator empowers the region to:

• Make connections between adaptation projects and existing funding opportunities
• Access adaptation project information with easy search, sorting, and filtering
• Generate regional summaries to support planning, reporting, and advocacy
• Share project details with partners and stakeholders

A Steering Committee of key stakeholders helped guide the Navigator’s development. BCDC and MTC-ABAG launched the project in summer 2025, with the first version of the tool released in September 2026.
