Transit Performance Initiative Investment Program FY 2025-26 Call for Projects
MTC’s Transit Performance Initiative (TPI) Investment program funds relatively low-cost and/or quick-to-implement capital improvements that improve operations on high-frequency bus corridors or at connections between high-frequency/high-ridership transit services.

The FY 2025-26 Transit Performance Initiative (TPI) Investment Program is a competitive capital grant program funded by an anticipated $8 to 9 million in state FY 2025-26 Low Carbon Transit Operations Program (LCTOP) population-based funds.
The total funding available is subject to change based on the November 2025 Cap & Trade auction results and official LCTOP funding amounts expected to be released by the State Controller's Office (SCO) in spring 2026. MTC may award less than the total amount available at its discretion after review of the eligible applications.
Applications are due via email to ameeple@bayareametro.gov by 5 p.m. on Friday January 16, 2026.
The sponsor and recipient of the state LCTOP funds must be a transit operator-eligible to receive State Transit Assistance (STA) funds. Cities or other roadway owners may be project partners and implement portions of the project.
If selected and approved by the Commission, project sponsors will be required to submit an allocation request as part of the Caltrans LCTOP FY 2025-26 funding cycle and serve as lead sponsor for the grant with Caltrans, with MTC as the contributing sponsor. The LCTOP Allocation Request requires a board-approved resolution of support. The sponsor will be required to comply with all applicable Caltrans and state requirements, including annual project reporting.
