Public Participation Plan
A guide for getting involved in the Bay Area’s regional planning process.
MTC is committed to an open process where the public can learn about issues, share lived experience and provide input that informs the agency’s policy and investment decisions.
To that end, MTC’s Public Participation Plan seeks to provide Bay Area residents from across the nine counties with the information necessary to participate in and influence the regional policy development and decision-making processes.
Help Shape the Next Public Participation Plan
The Metropolitan Transportation Commission has released the Draft 2026 Public Participation Plan for review and comment by members of the public, partner agencies and other interested stakeholders.
The 45-day public comment period closes at 5 p.m. on Thursday, July 23, 2026.
How to Provide Public Comment
Comments on the Draft 2026 Public Participation Plan may be submitted via:
- Online Survey — Chinese | English | Spanish
- Online Comment Form — Submit feedback using the online form at the bottom of this page.
- Email — Submit feedback by emailing info@bayareametro.gov with the subject line, “2026 PPP”

The Draft 2026 Public Participation Plan outlines the Commission’s mission and vision for public engagement and participation, along with the processes for communicating with the public about our programs, plans, projects and decisions.
Appendix C of the Draft 2026 Public Participation Plan outlines the planning and decision milestones for the region’s long-range transportation and land use blueprint, known as Plan Bay Area.
