One Bay Area Grant 2 (OBAG 2)
The One Bay Area Grant, in its second iteration, guided how MTC distributed federal transportation funding from the Federal Highway Administration to projects and programs throughout the Bay Area.
The second round of One Bay Area Grant funding (OBAG 2), adopted in November 2015, includes more than $900 million in federal funding for projects from 2018 to 2022.
The OBAG 2 program is divided into a Regional Program, managed by MTC, and a County Program, managed by the nine Bay Area County Transportation Agencies (CTAs).

Regional Program Details
- $530 million over 5 years
- Maintains commitments to three priority regional transportation programs:
- Transit Priorities Program (Clipper® Card program and BART car replacement)
- Active Operational Management
- Pavement Management Program
- Dedicates funds to regional initiatives that support Plan Bay Area goals:
- Priority Development Area (PDA) planning and implementation
- Priority Conservation Areas (PCAs)
- Climate initiatives
- Regional planning
- Bay Bridge Forward, a suite of operational roadway and transit improvements
- Bay Area Preservation Pilot revolving loan fund
- Housing Incentive Pool pilot program to incentivize the production of affordable housing
- Safe and Seamless Mobility Quick-Strike program guidelines & program of projects
County Program Details
County transportation agencies manage countywide calls for projects and recommend a list of projects for adoption by the Commission. Projects were approved by the Commission in December 2017.
- $386 million over 5 years
- Flexibility to support local priorities. Cities and counties can use these funds to invest in:
- Local street and road maintenance
- Streetscape enhancements
- Bicycle and pedestrian improvements
- Safe Routes to School projects
- Priority Conservation Areas (PCAs)
- Transportation planning
- Funds are targeted to projects in Priority Development Areas (PDAs) to support efforts for focused growth
