MTC's New General Counsel: Adrienne Weil

MTC today announced the hiring of Adrienne Weil as General Counsel. Ms. Weil  (pronounced ‘Weel’) replaces Francis F. Chin, who retired from MTC last month after more than 30 years of service.

“It is a great honor to accept the appointment of General Counsel to the Metropolitan Transportation Commission,” Ms. Weil said. “Francis Chin’s retirement leaves big shoes to fill, and I look forward to the challenge.”

Ms. Weil is an accomplished attorney with more than two decades of experience in public finance, project finance, legislation, general corporate, venture capital and debt, licensing, intellectual property portfolio management, litigation and risk management, regulatory, government contracting, real estate, employment law, and mergers and acquisitions. 

She started her legal career in 1982 at Sempra Energy, managing litigation for the San Diego-based firm. Ms. Weil then joined San Francisco-based Orrick, Herrington & Sutcliffe, LLP where she worked for nearly 18 years, first as a member of the Public Finance Group and later in the Corporate and Technology Group. During this time Ms. Weil was the principal attorney on more than 100 public finance and corporate transactions, including multi-billion dollar public works projects and the creation of the largest pooled note program in the country. 

Most recently, Ms. Weil served as General Counsel to BiPar Sciences, Inc. a South San Francisco-based biotechnology company developing novel oncology therapies.  At BiPar, Adrienne oversaw all of the company’s legal affairs, and led the venture-backed firm’s legal team in a $500 million merger with global pharmaceutical giant Sanofi-Aventis. 

Ms. Weil brings extensive experience in advising governing boards and management, managing outside counsel, overseeing complex multiparty litigation and transactions as well as working with a large variety of governmental agencies, financial institutions, universities and public/private sector entities. 

Ms. Weil holds a B.A. from UCLA and a J.D. from Loyola Law School in Los Angeles. She lives in Burlingame with her husband and two daughters.
