Clean Air Vehicle Decals Take Last Breath

Drivers Encouraged to Carpool for Express Lane, Bridge Toll Discounts

Beginning October 1, 2025, Bay Area drivers with Clean Air Vehicle (CAV) decals will be subject to the same occupancy rules as any other vehicle. 

The federal government’s CAV program expires on September 30, 2025, so CAV vehicles will no longer automatically qualify for carpool lane access or bridge toll or Express Lanes discounts.

Drivers who currently have FasTrak® CAV tags do not need to take action: the CAV tags will automatically convert to regular FasTrak Flex tags.

Express Lanes and other high-occupancy vehicle (HOV) lanes are designed to give an advantage to buses and other vehicles that transport multiple passengers, thus supporting regional air quality goals.

Caltrans on Oct. 1 will begin updating its HOV signs throughout the Bay Area. Though you may see a sign referring to the old CAV policy, the new rules will be in effect regionwide.

FasTrak is operated by the Bay Area Toll Authority, a Metropolitan Transportation Commission affiliate, in partnership with the California Department of Transportation and the California Highway Patrol.
