Government agencies have traditionally planned for the future based on historic and current events. But now the world is changing faster than ever, and policies need to adapt to uncertain political, financial, environmental and disaster scenarios that could be part of our future. That’s why the Association of Bay Area Governments and Metropolitan Transportation Commission have begun an initiative called Horizon. Planners and experts will look at potential futures and with the public's input, develop policies to make an uncertain future more flexible and secure for everyone. Planners have looked at about a dozen scenarios and finally narrowed them down to three futures to analyze as part of the Horizon process.
