In June 2018, Bay Area voters approved Regional Measure 3 (RM 3), a toll increase on the region's state-owned toll bridges by $1 beginning Jan. 1, 2019, by another $1 in January 2022 and a final $1 increase set for January 2025. In fiscal year 2023-24, the RM 3 toll revenue is expected to generate approximately $125 million in funding for specified capital and operating projects to reduce traffic congestion in the region. Pursuant to Section 30914.7(e) of the California Streets and Highways Code, the Metropolitan Transportation Commission (MTC) is required to consult with the project sponsor and hold a public hearing in advance of consideration of action to program or reassign RM 3 funds to a new or other project or modify the project’s scope.
MTC proposes to reassign $16,700,000 from Project 21 to Project 2 to reconcile a prior loan between the two projects, to modify the scopes of Project 7 and Project 20, and to add a project sponsor to Project 23 (without redirection of funds). These proposed changes are within the same bridge corridors or for investments consistent with the intent of RM 3.
At its regularly scheduled December 13, 2023, meeting, MTC’s Programming and Allocations Committee will hold a public hearing on the proposed changes summarized below:
Project No. 2, Bay Area Corridor Express Lanes
- Current Total RM 3 Funding: $300,000,000
- Proposed Total RM 3 Funding: $316,700,000
- Proposed Funding Change: +$16,700,000
- Action: Receive transfer from Project No. 21 for use in the I-80 Express Lanes (Toll System) in Solano County.
Project No. 7, Sonoma-Marin Area Rail Transit
- Current Total RM 3 Funding: $40,000,000
- Proposed Total RM 3 Funding: $40,000,000
- Proposed Funding Change: $0
- Action: Clarify the scope includes implementation of the multi-use Pathway along SMART right-of-way.
Project No. 20, Highway 101-Marin/Sonoma Narrows
- Current Total RM 3 Funding: $120,000,000
- Proposed Total RM 3 Funding: $120,000,000
- Proposed Funding Change: $0
- Action: Modify scope to extend the project limits approximately 4.5 miles from Petaluma Blvd. South to Petaluma Blvd. North in Petaluma and approximately 3 miles from Atherton Ave. to State Route 37 in Novato.
Project No. 21, Solano County I-80/I-680/SR-12 Interchange Project
- Current Total RM 3 Funding: $150,000,000
- Proposed Total RM 3 Funding: $133,300,000
- Proposed Funding Change: -$16,700,000
- Action: Redirect funds to Project No. 2 for use in the I-80 Express Lanes (Toll System) in Solano County.
Project No. 23, State Route 37 Improvements
- Current Total RM 3 Funding: $100,000,000
- Proposed Total RM 3 Funding: $100,000,000
- Proposed Funding Change: $0
- Action: Add the Metropolitan Transportation Commission as a joint sponsor.
Public Hearing Meeting Details
Bay Area residents are invited to comment on the proposed funding and scope changes to RM 3 identified above. The proposed actions are severable from each other; if any project is removed during the course of the hearing process, the remaining projects shall stand.
A public hearing to receive public testimony on these proposed funding changes will be held during MTC’s Programming and Allocations Committee meeting on:

Written comments will be accepted until December 30, 2023 and may be submitted to the Metropolitan Transportation Commission’s (MTC) Public Information Office at 375 Beale St, Suite 800, San Francisco, CA 94105 or sent via e-mail to info@bayareametro.gov. Please include “2023 RM 3 Projects” in the subject line. Written comments are due by 5 p.m. on Saturday, December 30, 2023. Oral testimony will be received until the close of the public hearing on December 13, 2023.

At the regularly scheduled January 10, 2024 Programming and Allocations Committee meeting, MTC staff will report on public comment received, and the Committee will refer recommendations to the MTC Commission for final action. The MTC Commission will consider the proposed RM 3 fund programming changes at the Commission’s January 24, 2024 meeting.
