Approval of Commission Minutes of the October 23, 2024 Meeting

MTC Resolution Nos. 3989, Revised; 4202, Revised; and 4505, Revised. Various revisions to the One Bay Area Grant (OBAG 2 and 3) and MTC exchange programs, including programming $8.5 million to Priority Conservation Area (PCA) projects, $4.6 million to various projects within the Regional Vision Zero/Safety Program, and $4.0 million to Innovative Deployments for Enhanced Arterials Transit Signal Priority (IDEA TSP) and Bus Accelerated Infrastructure Delivery (BusAID) projects.

MTC Resolution Nos. 4650, Revised; 4202, Revised; and 4505, Revised. Revisions to the Regional Early Action Planning Grant (REAP 2) program and One Bay Area Grant (OBAG 2 and 3) programs to reflect changes to MTC’s REAP 2 REAP 2 expenditure plan to ensure all REAP 2 funds can be spent by the statewide expenditure deadline while still delivering a broad suite of activities originally proposed for REAP 2 funds.

MTC Resolution Nos. 4651, Revised; 4652, Revised; 4653, Revised; 4654, Revised; and 4668, Revised. Proposed action allocates $74.3 million in FY2024-25 Transportation Development Act, State Transit Assistance, Regional Measure 2, Regional Measure 3 (RM3), and Senate Bill 125 funds to three transit operators to support transit operations and capital projects in the region.

A request for approval of MTC Resolution No. 4647, Revised approving approximately $2,000,000 to advance transit priority project planning through the BusAID funding program.

A request for approval of MTC Resolution No. 4638 Revised, authorizing amendments to the MTC Operating and Capital Budgets for FY 2024-25 increasing operating revenue by $10.5 million and operating expenses by $11.4 million. The resulting $0.8 million increase to the projected operating deficit is funded by a draw from fund balance.

Adoption of the framework for the $300 million regional contribution to complement Senate Bill 125 emergency transit operations funding and an informational update on the status of large operators’ progress toward Senate Bill 125 Regional Accountability Measures.
