The proposed action revises the FY2024-25 MTC Fund Estimate and allocates $141.4 million in FY2024-25 Transportation Development Act (TDA), State Transit Assistance (STA), Regional Measure 2 (RM2), Regional Measure 3 (RM3), and Senate Bill 125 (SB 125) funds to four transit operators to support transit operations and capital projects in the region.

MTC Resolution Nos. 4614, Revised; 4586, Revised; and 4595, Revised. Allocation of $85.5 million in Regional Measure 3 (RM3) capital funds to Water Emergency Transportation Authority (WETA), Contra Costa Transportation Authority (CCTA), and Solano Transportation Authority (STA).
Recommended allocations of a net total of $85.5 million in RM3 capital funds to three projects:
· RM3 Project 5, Ferry Enhancement Program - $18 million to WETA for Three 149-passenger Electric Ferry Vessels (RM3 Project #5.4).
· RM3 Project 19, Contra Costa I-680/SR-4 Interchange Improvements - $3 million to CCTA for the design of the I-680/SR-4 Interchange Improvements Phase 1, 2A, and 4 (RM3 Project 19.1).
· RM3 Project 22, Interstate 80 Westbound Truck Scales - $69 million to STA for the construction phase and an allocation amendment to rescind $4.5 million in RM3 funds from the right of way phase of the I-80 Westbound Truck Scales project (RM3 Project 22).

The federally required TIP is a comprehensive listing of all Bay Area surface transportation projects that receive federal funds, are subject to a federally required action or are regionally significant for air quality conformity purposes. MTC is required to make a positive air quality conformity determination for the TIP and Plan in accordance with EPA’s transportation conformity regulations and MTC’s Bay Area Air Quality Conformity Procedures.
