Pursuant to California Streets and Highways Code Section 30914.7(e), MTC proposes to modify the scope of one existing project in the Regional Measure 3 (RM3) capital program, specifically to:
· Modify scope of Highway 101-Marin/Sonoma Narrows (RM3 project #20) to include the high occupancy vehicle lane hours signage on Highway 101 between Arata Lane in Windsor and North Bridge Boulevard in Sausalito.

A public hearing will be held at the meeting to take comments on the proposal.

Under the Major Project Advancement Policy (MAP), this item recommends the Commission approve the advancement of the Transbay Joint Powers Authority (TJPA)’s The Portal project into MAP Level 1 through an update to MTC Resolution No. 4537, Revised, contingent on formation of a Change Control Board (CCB) with MTC as a member and charter executed prior to the start of The Portal Project Phase 2 (pre-construction), and development of an updated operating cost estimate and funding strategy by December 31, 2025.
