Regional Measure 3 Safe Routes to Transit & Bay Trail Program

Call for Projects

On June 24, 2026, MTC approved guidelines for the second cycle of the Regional Measure 3 (RM 3) Safe Routes to Transit and Bay Trail Program (SR2TBT) and authorized the call for projects. The second cycle of the SR2TBT Program covers five fiscal years from 2026/27 through 2030/31, with $75 million available for programming.

How to Apply

Interested applicants should review the SR2TBT Program Cycle 2 Application Forms — including the program guidelines — and prepare the following for submittal via the online application link by October 5, 2026:

1. MTC’s SR2TBT Project Application
   • Applicants applying for competitive SR2TBT funds must submit the online application and supporting documentation to MTC by October 5, 2026.
2. Submit an Authorization Letter Within Online Application
   • All project applications must include a PDF cover letter from the Chief Executive Officer or other officer authorized by the applicant’s governing board authorizing the application submittal.
   • Projects implemented by an agency other than the applicant must submit documentation of the agreement between the applicant and the implementing agency as part of the project application.
   • If proposing leveraged funds, the letter should include confirmation that these matching funds are available for the proposed project.
3. Project Budget and Expenditure Plan Form
   • All project applications must include a copy of the Project Budget and Expenditure Plan Form.
4. MTC Complete Streets Policy — Complete Streets Checklist
   • MTC’s Complete Streets and Transit Priority Policies require roadway projects on public right-of-way requesting MTC discretionary funding of over $250,000 to complete a checklist that considers the needs of all active transportation users and to minimize unintended impacts to transit. The Complete Streets Checklist includes sections on both policies.
   • Projects shall coordinate with their local Bicycle and Pedestrian Advisory Committee (BPAC) or equivalent advisory body to review the Complete Streets Checklist prior to application submittal.
     • If a jurisdiction doesn’t have a local BPAC, please utilize the county BPAC.
     • If a project includes a transit stop/station or is located along a transit route, the checklist must be reviewed by the relevant transit agency(ies) to confirm coordination and acknowledgment of the project.
