The Bay Area Headquarters Authority, or BAHA, is a six-member committee of MTC commissioners.
BAHA oversees the redevelopment, management and operation of the San Francisco office building occupied in May 2016 by MTC, the Association of Bay Area Governments and the Bay Area Air Quality Management District.
BAHA is organized as a joint powers authority between MTC and the Bay Area Toll Authority.
A “joint powers authority” is a partnership between similar agencies across separate local or state governments.

MTC’s Bay Area Headquarters Authority has moved into the Bay Area Metro Center, a redeveloped a former World War II tank assembly plant-turned-U.S. Postal Service facility in San Francisco’s burgeoning Rincon Hill neighborhood. This vital new center for regional collaboration serves as the headquarters of MTC, the Association of Bay Area Governments and the Bay Area Air Quality Management District.
The address, 375 Beale Street, is a nod to Senate Bill 375, landmark state legislation that was passed to foster interagency cooperation and build a more sustainable region.
