MTC is working with cities, towns and counties to achieve a vision of a safe, accessible, connected “all ages and abilities” active transportation network that meets regional Vision Zero goals.

The Active Transportation and Vision Zero Regional Coordination project (AT-VZ Project) will convene knowledge-sharing sessions and best practice workshops for staff from Bay Area cities, towns and counties. These county-focused workshops aim to realize MTC's Active Transportation Plan goals:

The AT-VZ Project will feature one peer exchange and one workshop in each county to help address major barriers to implementing “all ages and abilities” (AAA) design on the Active Transportation Network and/or the High Injury Network.

The project will train local staff on data collection on "all ages and abilities" facilities and develop a communications toolkit for promoting project performance to the public. The project will also develop a regional strategy and roadmap for achieving Vision Zero in the Bay Area.

Background

MTC completed the region's first Active Transportation Plan in 2023, which:

The Complete Streets Policy and Active Transportation Network aim to help the Bay Area achieve its mode shift, equity and safety goals.

Adopted in 2020, the MTC Regional Safety/Vision Zero Policy (Resolution 4400) establishes a regionwide intent for MTC to work with partner agencies to encourage and support actions towards eliminating traffic fatalities and serious injuries in the Bay Area by 2030. This policy recognizes MTC's unique position to facilitate regionwide safety planning and coordination. MTC is already required to adopt safety performance measures and targets; this policy enhances that responsibility by providing assistance to local jurisdictions to achieve our regional safety goals through providing regional leadership, sharing data, prioritizing vulnerable road users and supporting safety legislation.

During the AT Plan process, MTC identified the need for Active Transportation Technical Assistance, including project design assistance, state Active Transportation Program (ATP) and other grant application assistance, and educational capacity-building assistance.

As part of the 5-Year Implementation Plan, MTC launched an Active Transportation Technical Assistance Program to implement MTC’s CS Policy and AT Network by providing assistance to local agencies to secure statewide ATP and other active transportation funding for the region. In December 2023, the MTC Commission approved $960,000 in technical assistance awards for Direct Technical Assistance to 19 jurisdictions and up to $1,000,000 for workshops to assist jurisdictions to deliver AT projects throughout the region.
